Scenario 21 - Knocking on the Door

Date: Wednesday 21 April, 0900 UTC Station: GW-01 Galway, Ireland - NATS Europe (the only station on the network with the command key) Operator on Duty: You, qualified, solo Constellation Ops: Anneke Visser, Rotterdam (watches the spacecraft command counter on every pass) Group Security: Priya Sharma, NATS Group CSIRT (INC-2027-0412-GW01 open; four entries so far)

KEY-2027-Q2 live on KG-01 and on SAR-2. KEY-2027-Q2b staged in the COMSEC store since Friday, inactive. TX modem on 1,405 from the last SAR-1 tasking; RX on 1,414. BUC muted. Timing incident closed Monday. Nothing on the board.

  • Night shift (turnover log, 0850)

Anneke (text, 0840):

“SAR-2 at 09:24 is commanding: HK-DUMP, then PLD-STATUS, both under KEY-2027-Q2. Q2b is in your store and on my shelf - staged, not loaded, since Friday. I watch the bird’s command counter on every pass now. If it rejects anything I did not see you send, you will hear from me inside a minute.”

Every TT&C frame this station sends is encrypted under the live key and carries an authentication counter that moves on with every frame. The bird checks both: the key proves the frame came from someone holding it, the counter proves it has not seen this frame before. A frame with a good key and an old counter is refused - and both ends log the refusal.

Encryption hides the content. It does not hide the transmission. Anyone with a receiver under the uplink footprint, or on the transponded return, can record your frames. They cannot read them and they cannot make their own. They can send yours again.

Ninety seconds after HK-DUMP ACKs, two entries land on the Security console:

Entry Actor What it says
Counter reject Monitoring service SAR-2 telemetry: 3 inbound TT&C frames rejected at the spacecraft, authentication counter stale
Unit log KG-01 3 frames observed on the return matching command traffic sent 09:25 (HK-DUMP), counter 0x2F13 stale, source not this station

The first says the bird said no. The second says why, and to what. Together they say: someone recorded your frame and sent it back, and the key held.

What you see Replay Compromise Console fault
Key badges Valid, both ends Valid (they have it too) Valid
Counter rejects at the bird Yes - stale No - fresh frames execute No
KG-01 log Frames match yours, source elsewhere Frames you never sent, executed Nothing
Anything on the station broken No No Yes

You cannot un-record what they recorded. You can make the recording worthless.

Step Where What you see
Flag the counter reject Security console The bird’s refusal, timed
Read the key, flag the unit log TX Chain, Security console Valid; three frames, source not this station
Call it The decision Anneke keys SAR-2 to Q2b
Initiate / Confirm rotation TT&C console, COMSEC card Key badge PENDING, then VALID
Resend PLD-STATUS TT&C console ACK received under Q2b

Rotation retires the traffic they hold. It costs two minutes of a nine-minute window. Zeroize would cost the key, the unit and the evidence, for a key that was never in anyone else’s hands - only in their recorder.

The retired key is out of service and harmless in the store. The KG-01 log is the only record anywhere of where the frames came from and when. Both go under seal for CSIRT, exactly as they read. Export the unit log to the incident record on any counter reject; do not tidy it.

Section Line
Rotation The call, the order, when each end was keyed, when Valid read
Report Times, frames, counter state, KG-01 source line, what was rotated, what was retained
Debrief What changes for the next commanding pass

Downlink, uplink, time, key. Four inputs in eight days, each one a log entry. Tomorrow they get read side by side.
