Scenario 14 - Atlantic Low

Date: Friday 2 April, 1100 Local (Galway runs UTC in April) Station: GW-01 Galway, Ireland - NATS Europe (planning authority for the network) Operator on Duty: You, qualified, solo SH-02 Shetland: Fiona MacLeod, on site, off console (her heater has been on since dawn) Customer: Erik Halvorsen, Nordic Maritime Watch (priority-1 collect on the 11:12 SAR-2 window)

A deep Atlantic low is crossing Ireland. Met radar has a 30 mm/h cell on Galway from about 11:01, easing by 11:26 and turning to sleet behind the front until after noon. Shetland is dry until about 14:00. Both sites are receive-only today. Modems on 1,414, analyzers at default, BUCs unmuted, heaters off, plan unbuilt.

Erik’s priority-1 SAR-2 collect rises at 11:12 here, in the worst of it, on a 19 degree pass. There is a priority-2 SAR-1 window at 11:45 behind the front.

  • Morning shift (turnover log, 1052)

Fiona (text, 1052):

“You’ve got the ugly end of it. Radar has the cell on Galway till half eleven and then it goes to sleet behind. I’ve got sky till two and my heater’s been on since dawn out of habit. Erik’s collect rises at ten past for me, twelve past for you. Say the word and it’s mine.”

Weather Brief (Met Éireann marine, issued 1030)

Time (UTC) GW-01 Galway SH-02 Shetland
11:01 – 11:05 Rain building to 30 mm/h Dry
11:05 – 11:22 Rain, 30 mm/h (the cell) Dry
11:22 – 11:26 Rain easing to nil Dry
11:26 – 12:11 Sleet, severe (ice on the feed) Dry
after 14:00 Clearing Showers
Loss Where it is Fix Number for today
Rain attenuation In the air, along the whole slant path None on the rack. Reallocate, or ride through on margin 30 mm/h at 11.7 GHz on a 19° pass: about 7 dB (ITU-R P.838, 2.5 km rain height), plus a warmer sky
Ice on the feed On the horn Feed heater, before it forms Severe sleet builds to 10 dB with a 12 min time constant; melts at 1 dB/min once the heater is on

Rain attenuation rises steeply with frequency: a tenth of a decibel at C-band becomes whole decibels at Ku. A low pass makes it worse twice: a longer path through the rain, and less clear-sky margin to spend. The heater does nothing for rain.

Every priority-1 and priority-2 contact must be assigned for the plan to read DECONFLICTED. No two windows overlap on one site, so every contact can be assigned to its own station; the decisions are which site works the collect, and whether the 11:45 window stays at Galway.

Twenty minutes of empty sky sit between the collect and the ride-out. The scheduler offers to skip ahead; the skip stops two minutes before the next pass at either site and is refused while a timed step is running. The sleet and the ice curve run on the mission clock, so a skip does not save the feed: the heater does.

LNB high-side at both sites: IF = LO − RF (13,100 MHz LO).

Delivery standard 8 dB with the modem locked. Both sites receive-only: BUC muted, HPA output disabled, nothing goes up through a rain cell.

  • Standing rule written into the weather log

The rain has already decided the priority-1 collect; your job is to notice that before AOS rather than after a failed attempt, and to measure it anyway so the rule has a number behind it. The sleet is a decision you get to make, and the heater makes it for you if you turn it on early enough.

Erik does not need the decibels. He needs the collect. Give him the collect.

Good luck.
