Scenario 13 - The Numbers Don't Lie
Shift Turnover Notes
Section titled “Shift Turnover Notes”Date: Sunday 29 March, 1300 Local (Galway runs UTC in March) Station: GW-01 Galway, Ireland - NATS Europe (planning authority for the network) Operator on Duty: You, qualified, solo Constellation Ops: Anneke Visser, Rotterdam (wants the week’s two anomalies explained by 14:00) SH-02 Shetland: Fiona MacLeod, on site; on the pedestal with a torch from 13:50 Customer: Erik Halvorsen, Nordic Maritime Watch (priority-1 SAR-3 collect at 13:52)
Quiet morning, no faults on the board. Both modems on 1,414, analyzers at default, trackers parked. The week’s pass log is attached; Rotterdam has questions about it. The planners have booked the 13:12 SAR-2 for us: 89 degrees, straight over the top. Erik’s SAR-3 collect at 13:52 is on the board for both sites - Galway sees it at 10 degrees, Shetland at 32.
- Morning shift (turnover log, 1248)
Anneke (text, 1248):
“Your week’s log makes no sense and I would like it to. Galway SAR-1 is two to four dB under budget since Thursday; Shetland on the same bird is not. And the planners have given you the 89 degree SAR-2 at 13:12, which I expect to fall over at the top, and I want to know why before they book another one. Two numbers, two causes. Report by 14:00 please.”
The Week’s Pass Log (MERIDIAN-SAR-1, 27-30° passes, peak C/N)
Section titled “The Week’s Pass Log (MERIDIAN-SAR-1, 27-30° passes, peak C/N)”| Day | GW-01 Galway | SH-02 Shetland | Note |
|---|---|---|---|
| Mon 23 | 11.1 dB at 28° | 10.9 dB at 26° | |
| Tue 24 | 10.9 dB at 29° | 11.0 dB at 27° | Also: SAR-2 at 84° over Galway, link lost 3 min around the top, back on the descending leg. Unexplained. |
| Wed 25 | 11.0 dB at 28° | 11.1 dB at 28° | |
| Thu 26 | 8.4 dB at 27° | 10.9 dB at 27° | |
| Fri 27 | 7.6 dB at 28° | 11.0 dB at 26° | |
| Sat 28 | 7.2 dB at 28° | 10.9 dB at 28° |
Two anomalies. A one-off on the steepest pass of the month, and a drift across four days on one site. They are different kinds of number and each needs its own test before it gets a cause.
Survey Budget GW-01-ATP-001 (S2, still the number of record)
Section titled “Survey Budget GW-01-ATP-001 (S2, still the number of record)”| Parameter | Value |
|---|---|
| Satellite EIRP | 31.3 dBm |
| Slant range at max elevation | 762 km (28°) |
| Free-space path loss at 11,686 MHz | 171.4 dB |
| GW-01 receive antenna gain | 50.4 dBi |
| System noise temperature | 125 K |
| Occupied bandwidth | 36 MHz |
| Miscellaneous losses | 1 dB |
| Predicted C/N at max elevation | 11.4 dB (worksheet must agree within 1.0 dB) |
| Demodulator threshold | 4.2 dB C/N (QPSK 3/4: Es/N0 5.0 dB in the 30 Msps carrier) |
| Required margin at Commit Link | 5.0 dB (C/N 9.2 dB), measured live |
The 13:30 SAR-1 pass is this geometry to the kilometre. The worksheet gets the survey numbers, not the log: the prediction is what a healthy station does at this geometry, and the measurement is what this station does today. The gap is the finding.

Only the priority-1 collect has to be assigned for the plan to read DECONFLICTED; the passes already flown are on the board for the record.

| MERIDIAN-SAR-2 | 13:13:39 | 187° | 27.3° at 13:18:26, 777 km | 13:23:13 | Fiona’s |

Twelve minutes of empty sky sit between the survey pass and the collect. The scheduler offers to skip ahead; the skip stops two minutes before the next pass at either site and is refused while a timed step is running.
The zenith pass
Section titled “The zenith pass”An elevation-over-azimuth pedestal has a keyhole at the zenith. SAR-2 rises from 163° and sets at 345°: as it crosses 89.5° the azimuth the pedestal has to point at swings almost 180° in a few seconds, and the rate it needs goes to infinity through the top. At 10°/s the pedestal cannot, the 0.45° beam falls off the spacecraft near culmination, and the link is gone until the pedestal catches up on the descending leg. The 73° pass in scenario 8 held because a few degrees a second is still tracking; the last few degrees to the zenith are not.
| Leg | Expect |
|---|---|
| Ascending, from about 25° | Lock, C/N ≥ 8 dB, rising toward the top |
| Through 13:16:56 | The pedestal loses the bird and the receiver drops lock for several seconds. Watch it on RX analysis; do not touch the pedestal |
| Descending | Lock comes back once the azimuth rate falls. Hold it for 100 s, then record the cause |
This is an operations note, not a fault. Maintenance cannot repair geometry.
Three Candidates for the SAR-1 Shortfall
Section titled “Three Candidates for the SAR-1 Shortfall”| Candidate | Where it shows | How to rule it out |
|---|---|---|
| Element-set age | Pass Schedule ephemeris panel; a pointing miss program-track cannot hold | Panel shows current elements and no pending update; program-track holds lock through the pass |
| Pointing | The beacon off boresight on RX analysis | The beacon peaks on boresight at culmination |
| Receive chain | RX analysis, LNB panel: noise temperature against the 60 K survey value | It is the only one left. Read it |
Link Parameters
Section titled “Link Parameters”LNB high-side at both sites: IF = LO − RF (13,100 MHz LO).
| Signal | RF (MHz) | IF (MHz) | Format |
|---|---|---|---|
| SAR-2 imagery downlink | 11,730 | 1,370 | QPSK 3/4, 36 MHz |
| SAR-2 telemetry beacon | 11,703 | 1,397 | CW |

The report
Section titled “The report”- Recommendation to Rotterdam, maintenance action, standing rule for the planners
End of Briefing
Section titled “End of Briefing”Two numbers disagree with expectation. One of them has a cause with no fix on the rack and one of them has a fix with a part number, and in the data they look nothing alike. The report is what turns a bad pass next week into a comparison instead of an argument.
Anneke wants it by 14:00. Fly the passes, read the panels, do the arithmetic.
Good luck.
