Scenario 15 - Rotation Day

Date: Tuesday 6 April, 0700 Local (Galway runs UTC in April) Station: GW-01 Galway, Ireland - NATS Europe (the only station on the network with the command key) Operator on Duty: You, qualified, solo Constellation Ops: Anneke Visser, Rotterdam (issued the rotation order at 05:40; countersigns the record) SH-02 Shetland: Fiona MacLeod, on console, receive-only all day

Fleet key rotation is ordered for today. The order is in the audit log at 05:40 and the new command key material (KEY-2027-Q2) was loaded to the COMSEC store at 06:15, inactive. Night shift’s last contact was SAR-2; modem 1 is still on 1,370. TX modem on 1,405 from yesterday’s SAR-1 tasking, not transmitting. Both keys read Valid. Plan unbuilt.

Two passes: SAR-1 at 07:16, receive-only on the old key; SAR-2 at 07:34, the proof. Eight and a half minutes between them for the rotation.

  • Night shift (turnover log, 0655)

Anneke (text, 0541):

“Rotation order is in your audit log. Old command key dies after your 07:16 SAR-1 window; new key proven on SAR-2 at 07:34 with KEY-VERIFY, inside the window. No commands in between. The traffic key rolls on the fleet schedule at 07:27, in your gap, and your station will not follow it on its own. No gaps, please. Confirm each step back to me.”

Step What When Where
Acknowledge Audit log reviewed and signed off; the order flagged Before anything moves Security console
Retire Last contact on KEY-2027-Q1: SAR-1, receive only, zero commands 07:16 – 07:25 RX analysis
Rotate (command key) Begin, then Complete. KEY-2027-Q2 must read Valid before 07:34:18 In the gap TT&C console
Follow (traffic key) Rotterdam rolls the fleet traffic key at 07:27. The payload crypto reads Mismatch until it is re-keyed In the gap, after 07:27 TX chain payload panel
Prove Decode under Q2 with the chain cold; then chain up and KEY-VERIFY acknowledged inside the window 07:34 – 07:43 RX analysis, TX chain, TT&C
Record Every step above, as evidence After LOS Rotation record
Key Direction Rotates on Moved by Status reads on
Command key (KEY-2027-Q1 → Q2) Up: authenticates what is sent TT&C console, Begin then Complete You, in the gap TX chain (TX key)
Traffic key Down: decrypts what comes back Fleet schedule, 07:27 Rotterdam; you follow with the re-key button RX analysis (RX key)

Contact ID Satellite Horizon Opens Closes Priority
R-SAR1-SH MERIDIAN-SAR-1 Shetland, 51° 07:13:50 07:23:50 2 (Fiona)
R-SAR1-GW MERIDIAN-SAR-1 Galway, 27° - receive on retiring key 07:16:00 07:25:30 1
R-SAR2-GW MERIDIAN-SAR-2 Galway, 25° - KEY-VERIFY on new key 07:34:00 07:43:30 1
R-SAR2-SH MERIDIAN-SAR-2 Shetland, 11° 07:36:20 07:44:30 2 (Fiona, telemetry)

Every priority-1 and priority-2 contact must be assigned for the plan to read DECONFLICTED. Both Galway halves are yours: the command originates from the TT&C console at GW-01 and only GW-01 has the key. Fiona takes the Shetland halves and stays off the uplink.

Requirements for an ACK: uplink Doppler compensation engaged, command key Valid, command sent inside the window. Commands on the console: KEY-VERIFY (the proof), REC-PLAYBACK, PLD-SAFE. Only KEY-VERIFY is ordered today.

Pass Decode window Peak C/N
SAR-1 from Galway, 27° C/N ≥ 8 dB about 07:18:30 to 07:23:00 ~10.8 dB at 07:20:47
SAR-2 from Galway, 25° C/N ≥ 8 dB about 07:36:30 to 07:40:50 ~10.3 dB at 07:38:40

The gap between SAR-1 LOS (07:25:31) and the SAR-2 window (07:34:18) is eight and a half minutes for the command rotation, the traffic re-key and the retune. The scheduler will not offer a useful skip in it; the time is yours to work.

Step Action Evidence
1 Program-track MERIDIAN-SAR-2; beacon on RX analysis; chain cold Beacon at 1,397 MHz IF
2 Lock 1,370 MHz, C/N ≥ 8 dB, payload decrypting Traffic key proven under Q2. An uplink on this rack spoils the receive measurement, which is why the decode comes first
3 Uplink Doppler compensation; carrier into the muted BUC; unmute; HPA Chain up in order, two minutes
4 KEY-VERIFY ACK inside the window: command key proven under Q2
5 HPA off, BUC muted, carrier off Chain down in mirror order

An ACK proves one thing on one bird. The decode proves a different key. Neither alone is the rotation; the record is a chain: order, retire, rotate, follow, prove.

LNB high-side: IF = LO − RF (13,100 MHz). BUC low-side: RF = IF + LO (12,600 MHz).

A rotation is not a button. It is a state the whole fleet passes through, with a time on each side of it, and today two keys pass through it on two different schedules. The order says what may not happen in between. The record says that it did not.

Anneke countersigns what you write. Write evidence.

Good luck.
